Strategic Directions

RSPCA Victoria is a leader in animal welfare and we are committed to improving the lives of animals in our community. Our staff and volunteers work tirelessly to care for and protect animals across Victoria, guided and inspired by our vision for the future.

Our Vision

'RSPCA Victoria is the trusted advocate for animals and leads social change so that all animals live according to the Five Freedoms’.
  • Free from hunger and thirst.
  • Free from discomfort.
  • Free from pain, injury and disease.
  • Free to express normal behaviour.
  • Free from fear and distress.

Our Strategic Directions

Six strategic directions lead us towards our vision. These strategic directions provide the short, medium and long term goals of our organisation and form our strategic approach to improve the welfare of ‘all creatures great and small’ over the next ten years and beyond.

Strategic Direction One - Leadership

A good reputation is important to a leader of social change. It ensures that its voice is heard and respected. Maintaining RSPCA Victoria’s reputation is therefore an important part of our community leadership role. Leading social change also requires knowledge of which change levers to pull and when. A smart change agent promotes behaviour change alongside enforcing regulation. Deep social change takes time. Good understanding of our operating environment now and over time will assist us to provide appropriate and effective leadership.

Strategic Direction Two - Stakeholders and Partnerships

Collaboration is becoming an increasingly important consideration in an increasingly complex operational environment. Recognising opportunities to work in mutually beneficial partnerships to achieve the RSPCA Victoria vision will become increasingly important into the future, as will identifying and effectively working with stakeholders. Through partnerships and working with stakeholders we can make the most of opportunities to share resources and knowledge and can enhance our advocacy through the power of many voices.

  
  • To build strong and effective relationships and partnerships at all levels within and external to the animal welfare sector

  • To effectively and efficiently manage relationships with all stakeholders

  • Foundation is built on proven successes for alliances that achieve significant animal welfare outcomes

Strategic Direction Three - Education, Awareness and Outreach Activities

Widespread cultural and social change requires changes in the behaviour of individuals and societies’ tolerance of behaviours harmful to animals. Effective education directly influences people’s attitudes and changes behaviour through increasing knowledge and understanding of the impact of actions (or inaction).

  
  • To raise awareness, knowledge and uptake of animal welfare issues and practices
  
  • Sustainable model of education that leverages the reach of animal welfare messages through internal and external partnerships

  • Demonstrated increase of awareness of animal welfare issues through changed behaviours or actions of Victorians

Strategic Direction Four- Legislation and Policy

RSPCA Victoria aims to be the trusted advocate of animals in Victoria. The advocacy and representation of an animal welfare viewpoint to government is important to achieving our vision. Legislation and policy are reflective of the political will of both the government and the community and this outcome focuses on improving key animal welfare components of legislation and policy through influencing and contributing to the political debate.

  
  • To broaden and strengthen our legislative basis for action, including our ability to enforce a broader range of legal instruments (eg. Codes, Standards and Acts)

  • To have government policies that support sustained and growing recognition of animal welfare issues and concerns

  
  • Greater presence of animal welfare considerations in local and state government policy across all portfolios

Strategic Direction Five - Animal Care Models

Place-based solutions are increasingly being sought by the community to address difficult social issues. New types of animal care models that work in and with communities are a key component of RSPCA Victoria’s future practical animal welfare work. Alternative animal care models will support current shelters to gradually transition RSPCA Victoria to greater proactive care services that will ultimately reduce the community need for traditional shelters.

  
  • To embed animal care models into RSPCA Victoria operations
  
  • Flexible animal care models in place with greater emphasis on community engagement and preventative and early intervention strategies

Strategic Direction Six - Organisational Resilience

Organisational resilience is the ability of RSPCA Victoria to continue to operate effectively into the future. It is part of our responsibility to our members, supporters and staff. The management of resources and the efficiency and effectiveness of our corporate and operational procedures and policies are an important part of our organisational resilience.

  
  • To embed organisational practices and culture that enable RSPCA Victoria to realise its vision

  • To maintain and enhance a sustainable financial model for RSPCA Victoria

  
  • RSPCA Victoria is highly respected by the community and as an employer of choice

  • Funding base is diversified so that RSPCA Victoria is not     over-reliant on a single funding stream
